Zulqarneyn, the one with two horns, is mentioned in Quran in Suretul Kehf. He is the one who built the wall to prevent an attack from Yajooj - Majooj ( Yecuc - Mecuc ). It is unknown who Zulqarneyn is but it is believed that he might be the King of Persia, Cyrus The Great.Another possibility is that Zulqarneyn is Alexander the Great, who was often depicted with two rams' horns following his identification with the Egyptian god Amon.
