Born in Prijedor, Bosnia, in 1937, Radišic graduated in 1964 from the Faculty of Political Sciences at the University of Sarajevo . From 1977 to 1982, he served as the Mayor of Banja Luka, Bosnia's second-largest city. In 1982 to 1985 he headed Bosnia's communist defense ministry. In 1996, he became a founding member of the Socialist Party in Republika Srpska.
Radišic Chaired the Presidency of Bosnia-Herzegovina in 1998-1999 and 2000-2001.
