James Joseph Bulger (born September 3, 1929), who goes by the nickname of "Whitey" Bulger, is an American believed by the Federal Bureau of Investigation to have played a role in at least eighteen murders that took place in the 1970s and 1980s. The FBI says that Bulger was the leader of an organized crime group, the 'Winter Hill gang,' operating in the Boston area during that time. Bulger has been listed on the FBI Ten Most Wanted list since at least 1999.Bulger is also the brother of William M. "Billy" Bulger, a former Massachusetts state senate president who was controversially appointed in 1996 to head the University of Massachusetts system until forced out of office in 2003.
