A Vice-Chancellor (commonly called the VC) of a university in the United Kingdom, other Commonwealth countries, and some universities in Hong Kong, is the de facto head of the university. Strictly speaking, he is only the deputy of the Chancellor of the university, but the Chancellor is usually a famous person who acts as a ceremonial figurehead, e.g. the Chancellor of Cambridge University is HRH The Duke of Edinburgh, while the Vice-Chancellor acts as the day-to-day chief executive. In the United States, the role of the Vice-Chancellor is fulfilled by the University President.

The usual reason is that no party on its own has a majority in the parliament. In times of crisis such as a war or a major economic or, this is the most important job besides the chancellor.

Presently these two vice chancellors are Joschka FischerJoseph Martin "Joschka" Fischer (born April 12, 1948 near Crailsheim) has been the German vice chancellor and foreign minister in the red-green coalition since 1998. He is seen as a leading figure in the German Green Party and was top candidate in the 200 (Germany, Green Party, since 1998) and Hubert GorbachGorbach (left) and Chancellor Schussel Hubert Gorbach (born July 27, 1956) is an Austrian politician from the Freedom Party. Born in Vorarlberg, he was vice-governor ( German: Landeshauptmann of Vorarlberg until 2003. In 2003, he succeeded Herbert Haupt a (Austria, FPÖ, since 2003).
