The Southeast Asia Imperial & Royal League was established on December 16, 1993, in the United Kingdom at the House of Commons, by Prince Nguyen Phuc Buu Chanh of Vietnam, Prince Mangkra Souvannaphouma of Laos, Prince Shwebomin of Burma. They discussed and signed a proposal presented by Prince Nguyen Phuc Buu Chanh concerning the agreement of the four Imperial and Royal Families.

The Mutual Agreement was signed between four Imperial and Royal Families including Vietnam, Laos, Cambodia and Burma. Prince Nguyen Phuc Buu Chanh representing the Vietnamese Imperial Family signed in the agreement, Prince Mangkra Souvannaphouma signed in the role of the Lao Royal Family's representative and Prince Shwebomin signed as the Burmese Royal Family's representative.

Afterwards, Madame Marie de Roland-Peel, General Secretary of the British Committee for Free Vietnam, Laos, Cambodia & Burma visited the Kingdom of Cambodia to meet His Royal Majesty Norodom Sihanouk and H.R.H. Prince Norodom Ranariddh. They also agreed to join the Southeast Asia Imperial & Royal League.

After the Southeast Asia Imperial & Royal League was founded, Prince Nguyen Phuc Buu Chanh was unanimously nominated as the President of the League, Prince Mangkra Souvannaphouma as Secretary General and Prince Shwebomin as Honorary Treasurer of the League.
