The Progressive Conservative government of Premier Grant Devine was defeated by the New Democratic Party, led by former federal NDP Member of Parliament Roy Romanow. The Devine government had been embarrassed by a series of scandals relating to kickbacks paid to cabinet ministers.
The Tories lost almost two-thirds of the seats they had held in the Legislative Assembly of Saskatchewan, as well as a significant share of the popular vote.
The NDP was able to win more than half the votes, and a solid majority in the legislature.
The Liberal Party, led by Lynda Haverstock, was able to attract a much larger share of disaffected Tory voters, but was unable to translate the support of almost one-quarter of voters into seats: Haverstock was the only Liberal to win a seat.
