The university was established in 1965 to accommodate the religious components of the University of Ottawa, which in that year became a public institution. While the Ontario government was prepared to accommodate some aspects of University of Ottawa's Christian identity, it was felt that the creation of a new institution would best suit the specific needs of the Catholic community.
Like the University of Ottawa, Saint Paul University is a fully bilingual institution offering instruction in English and French.
Arguably, Saint Paul University can be considered the old University of Ottawa, but simply under a new name, in which case, its history would go back to 1848 when the College of Bytown was founded.
