Its boundaries are the Seine downstream of Elbeuf to the north, to the west the Risle valley and the plain of Neubourg to the south. The communes are Bourg-Achard abd Bourg-Achard abd Bourgtheroulde-Infreville . It faces the Pays de Caux on the opposite side of the Seine.
The main economy relies on agriculture and the industrial centers of Seine-Maritime (near Rouen).
