Another Richard Kelly is an American politician accused but ultimately not convicted of taking bribes in the 1980 Abscam scandal.
Kelly was a former district court judge and and part of his campaign was that if he were elected to Congress, he'd be the only one in the House to be certified "sane." When he was first elected judge, he tried to clean up the "good ol' boy" system of Florida justice. One of the first things he did was make lawyers appear in court dressed appropriately rather than in their bib overalls (yep, true.)
To encourage them to comply, he bought an extra huge sports coat...anyone who showed up in the wrong clothes, had to put the thing on. Some judges spread the rumor that he was mentally imbalanced. So Kelly voluntarily went to a psychiatrist...and was pronounced "not crazy." He made that part of his campaign...and won. Maybe he wasn't crazy, just greedy.
