The Village of Pulaski is within the Town of Richland. The village is located on US Route 11 and is adjacent to Interstate highway 81. Pulaski was incorporated in 1833.

As of the census 2 of 2000, there are 2,398 people, 1,034 households, and 585 families residing in the village. The population density is 281.4/km² (729.4/mi²). There are 1,155 housing units at an average density of 135.5/km² (351.3/mi²).
