Initially, she has the power of premonition. Later, she developed the powers of levitation and empathy. After being stripped of those powers for a few months, she has recently regained her ability to receive premonitions. It is uncertain if she possesses the other two abilities.

Phoebe's Story

Phoebe Halliwell was born on November 2, 1975 to Patty Halliwell and Victor Bennett, their third child. Phoebe was named after Patty's favorite aunt. Phoebe was born in the Halliwell family manor at 1329 Prescott street, in San Francisco.

She is brash, outspoken, and sometimes reckless. She regularly clashes with her eldest sister, Prudence, how is considerably more conservative.

Phoebe is a powerful witch with the gift of visions. She gets warnings of danger to herself and others. She has been able to tap into visions of past events. She also has started to learn how to levitate herself and can cast a variety of spells. She later obtains the power of empathy, and uses that power to produce telekinetic waves to reflect energy balls and fire-balls.

After her father left them and her mother died, the three sisters lived with their grandmother Penny. Phoebe developed an intense rivalry with her sister Prue and as soon as she could Phoebe left home for New York.

Phoebe had later returned home and moved back in. It was then that Phoebe discovered the Book of Shadows and learned that she and her sisters were members of a long line of good witches.

She is one of three sisters called the Charmed Ones, powerful good witches who protect the innocent.

Phoebe was once turned evil by the Woogyman, being granted the power to make objects out of shadow, but her sisters saved her.

When the sisters were attacked by the warlock Nicholas, who had a ring that made him immune to their powers, they cast a spell to travel back in time, where they were able to warn Patty and got her to unbless the ring. When they returned they able to vanquish Nicholas.

Phoebe was initially unhappy with her inactive power, so she started taking classes in self defense.

Phoebe once was granted the power of flight by a Genie, who stole the power from a Dragon warlock, but that power was returned.

She recently started a romance with the half demon Cole Turner.

Phoebe was exposed to the scream of a Banshee, being turned into a Banshee herself, but she overcame the transformation.

When the sisters learned that a demon called Shax was trying to kill a doctor, the sisters defended him, but in a fight Shax killed Prue.

After Prue's funeral, Phoebe met a girl at the funeral who ended up being her long lost half-sister Paige Matthews. With Paige and Piper they became the new Charmed Ones and vanquished Shax.

Phoebe continues to grow and mature and guide Paige with whom she clearly relates as a fellow childhood rebel.

When Jason Dean takes over the Bay Mirror, she, despite some initial professional disagreements, falls for him.

Leo makes Phoebe the Charmed Goddess of Love, like Aphrodite, to battle the Titans.

She later gains the power of empathy.

Phoebe and Jason's relationship hit another obstacle when Jason's work took him overseas, and they have been striving to keep their long-distance relationship thriving. Recently she moved to Hong Kong to live with Jason. After Jason finally found out that Phoebe is a witch, very unexpectedly, he was angry with Phoebe for having lied to him for so long. His temper eventually subsided but his decision to end their relationship remained firm. Both Phoebe and Jason recognized their shortcomings in the relationship and they parted amiably, so perhaps their relationship is not completely finished.

When Phoebe gains a premonition of her future, seeing that she has a life with no demon fighting and is pregnant with her first daughter, Phoebe uses her powers to find her husband, and when she is put on trial for such usage of said power, the Tribunal stripped Phoebe of her active powers, though she could still cast spells.

Phoebe goes on a sabatical from the Bay Mirror, as Elise hires the ghostwriter, Leslie, to takeover for her. She later fell in love with him, until her sabbatical was over, and he had to go to another state to do other ghostwriting for other people.

Phoebe later gains the power of Premonition, however, it is unknown if all three of her powers are back.
