Largest American naval expedition of the American Revolutionary War. In 1779, American naval and land forces attempted to destroy the British base at Penobscot Bay , in Maine. The expedition was a spectacular failure, in which the American forces lost 43 ships and approximately 500 men. A committee of inquiry blamed the failure on poor coordination between land and sea forces, and on Commodore Dudley Saltonstall 's failure to engage British naval forces.
