If the President of Latvia decides to dissolve the Saeima (parliament), the Constitution calls for a referendum to be held immediately. If the referendum passes, a new Saeima will be elected, if not, the President is stripped of his office. This reform was enacted because of Pres. Karlsi Ulmanis , who dissolved the Saeima and ruled as a dictator prior to World War II
