Macon's Bill No. 2, passed in 1810, lifted all embargoes, with England or France. If they stopped molesting American

shipping, the United States would continue trading, but if they did not, the embargo would be restored. France stopped the infringement, but England did not, and the War of 1812 ensued.

It responded to the ineffectiveness of the Non-Intercourse Act and the Embargo Act before it.
