Horten is a municipality and town in the county of Vestfold, Norway. It is located along the Oslofjord, and has 24,302 inhabitants (January 1, 2002). The area is 70 km².

Mayor ( 2004): Nils Henning Hontvedt.

The municipality was previously called Borre, but after a referendum in 2001, changed to Horten in June 1 2001. The district also includes the villages Borre, Åsgårdstrand, Skoppum and Nykirke. One of the most beautiful parts of the town is Tveiten.

Located in Horten are Marinemuseet (The Naval Museum), the oldest existing museum of its kind in the world (founded in 1853), and the Norwegian Museum of Photography - Preus Fotomuseum - a unique museum located in the same building as the naval museum. At the Naval Museum you can find many ships, including KNM Rap, the worlds first torpedo boat from 1873.
