A framing sequence is a story which ties together several weakly-connected stories or vignettes into a larger whole, or which provides context for a story told in an otherwise choppy manner. Typically, the framing sequence is of lesser import than the parts which it frames, it's simply a storytelling device.

For example:

In Orson Welles' film Citizen Kane, the efforts of a reporter to discover the meaning behind Charles Foster Kane's last words are a framing sequence for bulk of the film, which is otherwise told in flashback.
In Isaac Asimov's short story collection I, Robot, the interview with Susan Calvin is a framing sequence for the stories in the collection.
