Fleur is from France, though she is capable of speaking fluent English, albeit with a strong accent. One of Fleur's grandmothers was a Veela. As she is part Veela, almost all boys are immediately awestruck when they see her.
Fleur was one of the competitors in the Triwizard Tournament in Harry Potter and the Goblet of Fire. She often complained about Hogwarts throughout the book, particularly in relation to the food, while raving about Beauxbatons. Fleur was very outspoken aganist the idea of Harry becoming the fourth champion, insisting that he was too young. No other champions said anything at all, including Harry.
Fleur has a little sister named Gabrielle whom was about seven as of The Goblet of Fire. It was Fleur's job to rescue her during the second task of the Triwizard Tournament, but she failed. Harry choose to rescue Gabrielle for her, and Fleur become much warmer to him after that.
At the end of the book, she told Harry that following her graduation from Beauxbatons she would be trying to return to England to obtain a job and thereby improve her English skills. In Harry Potter and the Order of the Phoenix it is briefly mentioned that Fleur has taken employment in Gringotts Bank , and that Bill Weasley is "helping her to improve her English" (i.e. they are dating).
It has been declared that a French actress named Clemence Poesy has been cast as Fleur in Harry Potter and the Goblet of Fire.
Fleur came in last in the Triwizard Tournament, but as it was being manipulated so much by Barty Crouch Jr. it will probably never be known how good a champion she was.
