The Honourable Elinor Caplan, P.C. (Born May 20, 1944 in Toronto, Ontario, Canada) was a Canadian politician and businesswoman. She was a Member of Parliament for the House of Commons representing the Liberal Party in the riding of Thornhill, Ontario.

She was the first Jewish woman to serve in the Cabinet of Canada.

She served in the Cabinet of Ontario during the David Peterson era, most notably as Minister of Health. She represented the electoral district of Oriole, and was succeeded by her son David CaplanDavid Caplan (born November 15, 1964) is a politician in Ontario, Canada. He is currently a member of the Legislative Assembly of Ontario, and is a cabinet minister in the government of Liberal Premier Dalton McGuinty.
