The EEOC has five commissioners who make equal employment opportunity policy and approve litigation. These commissioners are appointed by the President of the U.S. and confirmed by the U.S. Senate. The EEOC's mandate is specified under Title VII of the Civil Rights Act of 1964, the Equal Pay Act , the Age Discrimination in Employment Act , and the Americans with Disabilities Act (ADA). In 2004, the Chair of the commission is Cari M. Dominguez .
