He was the 14th President of Liberia, serving from November 4 1904 until January 1 1912, representing the True Whig Party. He had previously served as Secretary of the Treasury under his predecessor, Garretson W. Gibson.
In the late 1920s, he was a member of a League of Nations commission into the recruitment and selling of contract labour as slaves.
