Andy Swan is a politician in Manitoba, Canada. He was elected to the Manitoba legislature in a 2004 by-election, replacing MaryAnn Mihychuk who resigned to run for Mayor of Winnipeg.

Swan was born in Winnipeg, Manitoba, and graduated from the University of Manitoba law school in 1990. Until his election to the legislature, he practiced law at the firm of Thompson Dorfman Sweatman (to which he became a partner in 2000). His speciality was family law. Swan was also appointed to the Residential Tenancies Commission in 2000, and is a member of the Manitoba Running Association .

Swan first ran for the Manitoba legislature as a New Democrat in the provincial election of 1990, placing third in the riding of Sturgeon Creek with 1471 votes.
