The program has had some success in reducing air pollution, but has been criticized for the way needlessly-frequent retesting of newer and cleaner vehicles is used to subsidize the cost of testing the older and dirtier vehicles that are the bigger polluters. TransLink replies that, without the revenue from testing the newer vehicles, the testing centers would need heavy subsidies or massive and unpopular fee increases in order to remain solvent.
Ontario has a similar Drive Clean [1] program.
